[Discuss] Feature Request: Priests and TOs

It just doesnt seem right that a regions morale can stay in the high 90%
range after several days of a brutal TO, when half of the population has
been killed. Maybe the only reason I dont think priest should have such a
large affect is that Im not religious in real life and I dont see how one
person saying stuff can keep people that happy while others are dying all
around them.

For those who are religious, in a dangerous situation, the promise of divine
protection is extremely reassuring, and hearing words of faith is
comforting, even in the face of death. They look at all the destruction
around them, and take hope in that they will be spared through their faith.
