I can't think of a single instance where the ruler would need to message all 
marshals, and that's already quite easily done by either simply establishing 
a message group or using 'some nobles' since there aren't ever that many 
Marshals.

The issue is the General contacting army members, which, right now, is 
difficult enough that I bypass Marshals for anything important -- and I 
don't want to do that, but I don't have the time to pluck through the 
message lists and do otherwise.
