That's a good idea, but I'd modify it somewhat. How about we add a 
random factor to the CS, which varies depending on some factors, 
including that moving units are more difficult to estimate? We could 
also have a random factor in the number of men - whether you see 55 or 
57 people isn't really that easy to make sure.
