Well, then too many people are being lucky. In a very recent example, the
ruler of Luz de Bia was seriously wounded and hence removed from position. A
turn after that, in the elections, he was voted back since he had already
returned to just wounded.
And IIRC, I had filed a bug about this exact same problem (And it was closed
with this answer then too). Maybe it just  happens that longer serious
wounds are much more rare and should be made a little more common?
