Becuase I know perfectly well that that would be a bloody obvious lie and 
that I am not going to powergame into OOC commanding everyone into saying 
becuase my duke got paid some cash all their chars must have voted for this 
candidate I'm about to appoint, because that is powergaming and dictating 
other peoples RP.

Like Tom said, this option breaks into the cliques; it allows someone to get 
a lordship in my duchy without them being elected, and without me or the 
ruler appointing them.
