[Discuss] Time-based actions

Some form of universal day tracker would be nice. A constant problem is that
'friday' starts at different times for different people so saying the vote
(for
example) starts on friday and ends sunday has a bit of a lag for some
people. Not to mention the difficulty of saying morning turn
on day x and having people think you mean their morning.
