The reason I put this in here is, as I said in another post, to  
remove the possibility of realms from making "realm policies" that  
prohibit people from getting their titles by claiming them, and  
saying that only a position granted directly by the Ruler/Duke is valid.

You will note I did put in the possibility of allowing the Ruler to  
call for an election for a particular region--that actually becomes a  
pretty strong power when personal region claims can far outlast the  
character's actual tenure as Lord.  That means that he's creating a  
new claim, and granting it to the winner of the election, who will  
keep it for a very long time.  (There should obviously be *some*  
strictures on this, like limiting the # of times/month you can do it,  
but you get the idea).
