I think perhaps a less micro-managing approach is needed.

Rulers didn't always supervise every count and baron coming to the throne,
and sometime even Dukes were happy if someone came along and inherited the
land.  So long as the papers were good, it was never 'how did this man get
here, or does he deserve it' but 'he is here, what use can I make of him.'
I think Tom wants us to realize that if someone gets a title, that title is
not in dispute.  You can find other things to dispute if you don't like
them, but you wouldn't find their ascension shady whatsoever.  It'd be more
like "Oh, I was going to let Sir Bob have that land since no heir had been
found, but clearly Sir Frank has arrived and is the rightful owner."
