OK, how about this: I *am* the ruler, the region was Imperial, and  
all the Dukes were at the other end of the realm fighting a war at  
the time.

How on Earth are you supposed to claim that you were appointed now?

...Because, knowing how busy you, and everyone else was, you did all the necessary things (paperwork/signatures in blood/secret code words sealed with your stamp/etc), and sent word to the people in the region to do it all in your absence... Just because the game mechanics don't allow that to happen, doesn't mean it's not a feasible reason for it.
