It has just been addressed.  Your character has just seen the
legitimate way with his own eyes.  Obviously, your mentor was wrong.

It can also be looked at another way:

Your character walks into a non-capital region and needs some troops.
He "knows" that it would be preposterous to only be able to recruit in
the capital, so he recruits the troops in that non-capital region.


It just so happens that the game mechanics are better at enforcing the
"only recruit in a capital" mechanic than it is in enforcing the "your
character is fooled by the forgery" mechanic.
