No, they'd be the "artists" who would know whether they gave the title 
or not.  But, the point brought up in another message about our 
characters "knowing" that there is a legitimate way to walk into a 
region and getting the title has merit.  That's something that needs to 
be addressed, though, as my character "knows" this isn't true, from what 
his mentor told him.
