How do you know that the ruler didn't appoint him? Just because they choose to say one thing to you, doesn't mean they didn't do something completely different. Perhaps he wanted to bring in someone that would not be a popular choice, so did it quietly, then denies it in public if questioned. Perhaps he's been blackmailed into giving it, so wants to distance himself. Or other members of the council may have wanted someone else in, and agreed the appointment even though the ruler didn't want it, so deny it if asked. The fact of the matter is, we don't know they're forgeries, so must accept that whatever procedure the realm uses, has been adhered to. Makes for some entertainment in realm as well rather than the same people all the time, or needing to get friendly with certain people to have a chance at all.
