Arresting a priest sometimes results in battling mobs of believers, and a
hero only battles worthy opponents. There is simply no glory in arresting
people. Adventurers are somewhat of an exception because it won't cause
much stir..they have no friends in the community, but even too much of that
can cause honor loss for a reason.
Hmm, Cavaliers can hang rebels. I'm pretty sure mine has.
