Well I can assure you its not like that for all regions, we brought a region
from the 50's after a HTO up the the 90s in all categories after 3-4 days,
this was with 5-6 nobles left in the region while the rest of us went to
refit. Unit size and region size appears to make a difference in how
effective civil work is (fairly certain but not confirmed). Trying to bring
up control with anything but harsh court or hanging rebels is a waste of
time in occupied regions in my opinion. However once you get your control up
to main, NPW does a decent job at keeping it at main, while you switch your
courts over to just and boost loyalty, then morale follows. Bureaucrats also
help alot, I assume this isnt on a war island where there are no Bureaus.
