Perhaps if the Lord's away for too long, their influence over the region
weakens and you can get that opportunity? Not that effective in small
realms, but large realms could see a number of temples cropping up all over
the place, as would realms at war requiring a reasonable march (closer
chance of draft and death = more spirituality?).
