What about letting other build the temples, instead of the lord?
Priest or full follower of the religion has the funds to build a temple.
(click the build temple button)
They petition the lord to allow them (message for approving/denying
sent to lord).
After a reasonable time passes if nothing comes back (or maybe even
if denied) they could spend the funds and it starts building.
I figure it should take a full turn or so to actually build the
temple (region updates could say building)
Lords could stop building progress.
Once it's built the lord can always sack it anyway.
