Well, the capital and surrounding regions are usually pretty easy to
control.

I think police action should be more effective on control, or give us a
percent and not 5 possible words, but people wouldn't get uppity with armies
in their fields as much as they tend to with BM, but other than that I like
the fact that regions need to be looked after if they're far away.
