[Discuss] Reducing the red tape

I agree with what most have said (well what I have read so far), but I 
think a different solution might be to just allow Knights of the region 
(or Duchy) to perform bureau duties within their region or Duchy.  Then 
you could eliminate the Bureau class altogether.  Traders and bureau's 
would not make a good combo in my opinion.  You could also give the 
Judge(and maybe the Banker and Ruler too) automatic bureau power in all 
regions of the realm   This would pretty much cover most realms in terms 
of needed bureaus with the Knights adding additional support within 
their regions.  It might even make it near impossible for mega-realms to 
function giving more cause for internal strife and "unfriendly 
secessions"...
