All of LilWol'f points are excellent reasons on their own to NOT 
limit in-realm communication.

Limiting communication among realm-mates is just a bad idea. Some 
realms are small enough as it is. If you force that realm to break up 
into even smaller groups then you will have a bunch of dissatisfied 
people that can't talk with the people they really want to talk to. 
Limiting communication will not make people more reginally loyal. It 
will make people disgruntled.
