I've been on this list ever since the titans were created, and I can't
remember seeing it. I've had a small discussion about it with Alex
Davies on IRC, and all we could come up with is:

Well, it is not a low visibility system. It is only a low transparancy
system were no one knows what the titans do, what they do good or why
they seem to be doing such obvious things wrong.
Since I can't find the answer in the archives, I'm going to ask my
question again. Why would making decisions public make the system any
less low visilibity, and why would that be a bad thing, Tom?
