If circumventing game restrictions is the only way to accomplish something
(like a colony/new realm outside of hostile secession likely resulting in
war and death of the new realm), where there's not a sold basis for the
restriction, you're either going to suffer people doing so (such as friendly
secessions) and make otherwise good and honest players cheaters, or make
worse another problem (super-sized, permenant realms with no political
variance due to inability to create new realms without them being wiped out
by necessity).
