1. People are accustomed to being able to message everyone in the realm. 
Taking the ability away will make people look for ways to circumvent its 
removal.

2. To circumvent it people will create realm specific guilds(or the 
state religion would do too) to facilitate the communication. That's an 
extra step for new players if they want to be part of the realms real 
activities and roleplay. If you let people send OOC messages freely to 
the whole realm then they'll just use that and ignore whatever tag it's 
supposed to be and what its valid use is. If you let people use the "to 
some realm mates" option then it won't be long until someone writes a 
nice Firefox/Greasemonkey extension that lets you select everyone in the 
list. A cool extension would even allow for predefined groups of 
characters to be selected. Hmm..any extension builders around? :)

3. It will leave some people in a situation where they have only a 
handful of people to easily communicate with and given how BM player 
are, at least 80% of those he can talk with will never talk back in any 
meaningful way. This would, of course, suck for new players in many ways.

Any attempts to limit the amount of messages you can send to anyone will 
just frustrate players and drive them to find different avenues for 
communication.
