I play the ruler of Old Rancagua.  I can assure you that Obsidian  Islands is 
not Avamar Selective.  Also the time was about 15 turns if I  remember 
correctly.  Yes the secession was completely planned, everyone  knew about it and no 
efforts were made to hide anything.
 
I do not see the problem with what happened, everything was kept in game  and 
was done for a reason with full knowledge of the players.  Some  unexpected 
things happened, but no big deal, we all got over them and moved  forward.
