[Discuss] seriously wounded ruler accepting region

When you hand over a region, both rulers must be in the region to  
sign the paperwork.

Yes, both are in the same region...what he has issue with is that his character Olorin wounded both realm's rulers and as soon as the current realm's owner was able he passed ownership to the new realm.

It's related to the same idea he complained about the other day where he attacked my character but the TO could still be started while my character was recovering.
