Then why does the other ruler have to be there at all?

I would normally agree with that. Except...

The requirement is that both rulers must be there. There must be some
reason why this is so: a ceremony, the signing and sealing of documents,
acknowledgement of the reception of possession, etc. If the ruler
accepting the regions is currently incapacitated by a serious wound (a
life-threatening situation so dire that the poor ruler can't even
communicate) then how could he be expected to perform any form of
official function?
