[Discuss] seriously wounded ruler accepting region

This turn a ruler who was healing gave a region to another ruler who is seriously wounded. Is this normal?

My guess is that it is to add realism to the power of an army Vs the power of the infiltrator, but again...is it normal to deliver a region to a unconscious ruler?

p.s. I am trying my best as an ingiltrator and i get surprises every turn.
Last turn the Tl who was recovering initiated the TO, this turn the healing ruler passed a region to a seriously wounded one :)
