I'm going to contradict what I said yesterday. It might not be needless complexity to have food distribution at the Duchy level. The position of Duke then becomes more of an administrative position and has a different flavor then that of a troop leader. Maybe that's not a bad thing. Maybe Dukes should be less the soldier and more the administrator.
