[Discuss] Anti-state religion

Here are a few ideas to help religions cross borders, some of which I
probably have mentionned here or there, but can't recall if I mentionned
them on the D-list.

* Switching the penality incured if a lord is not of the faith of the
majority of his serfs for a penality if there are no temples of the faith of
the majority of the serfs.

* Allow region lords to build temples of religions they are not members of.
It is of my understanding that a atleast a few pagan rulers have adopted a
certain religion for their servants even though they did not believe in it,
either to please his subjects or invaders.

* Incur a morale and/or loyalty penality to regions holding temples of a
certain faith if an elder member (or perhaps any priest) if banned from
their realm by their judge.

* Allowing nobles to convert with the presence of an elder member of the
church.

Along with that there are some other good ideas that were mentionned. Among
them, bonuses to religions that cross borders could be of use, but not
penalities, as that would hurt every new/minor religion.

Also, capping the ammount of followers a certain region can have without a
temple would help reduce paranoia. Reducing the offensive abilities (but not
defensive) of the priests could also help. Religions are supposed to be a
tool for RP, not a tool of war.

Greater chances of followers hiding their priests from patrols attempting to
capture them would always be good, as well as enabling them to hire
bodyguards to fight police units that attempt to capture them.
