Doesn't work that way.

At least in the case of Lasanar, there's already a well-established 
legislative body: the Grand Council.  The Council and Dukes share 
rulership obligations, with the latter taking the lead on regional affairs.

This change undermines that entire system of government.  At least for 
the purpose of appointing region lords, the legislative body suddenly 
became "all lords," rather than "the Council" (or "the relevant Duke"). 
  The knight-representative weighting is also of dubious merit.

I don't mind binding referendums in the abstract, but this is way too 
inflexible.  Ideally, one person (Grand Justiciar? Ruler? Responsible 
Duke?) should be able to call for a binding referrendum on issues like 
this, but he should also have the option to set the parameters finely. 
Thus, what the realm does would become a matter of law and convention, 
rather than arbitrary game mechanics.
