That's fine -- just have automated transfers make a buy/sell 
equivalently to traders.  That's how modern accounting works between 
divisions of companies, even.

The regions would buy/sell at their current price, and the spread would 
essentially represent a "transfer tax" between regions.  If you really 
want to encourage traders, have automatic transfers suffer a commission 
of 5% of the sale price in a region.

Additionally, this would encourage realms to have food trading available 
as the /default/, rather than as the exception, and thus it would 
revitalize trade in one stroke.

Just don't restrict transfers by artifical duchy boundaries.  Duchies 
aren't set up for this (and in some cases can't be), and no realm should 
/require/ a trader for function.  Food should be balanced with a minimum 
of effort.
