It's also just adding needless complexity. A Duke will have to spend just that much more time making sure food gets everywhere it's supposed to go. If I were such a Duke, I would offer a knighthood to some talented administrator with the understanding that he would deal with food distribution. So then we end up with a Duchy-Based Banker position.
