diplomatic agreements. Perhaps as you say the peasants have bloodlust, or
its something in the water. On the war islands the characters do want to win
- and they do not want to ally with their Enemies, even if an "unofficial"
alliance not sanctioned by game mechanics.
Its basically like how some might want to break a Federation but not have
any resulting war. The game mechanics make it an automatic war declaration
when a Federation is broken, not as some limitation to be gotten around by
any means necessary, but as a strong hint to the players about how to
roleplay a breaking of federation. (War! Those bastards, attack!) Same with
the war islands.

<div>I think what people are getting at is that the war islands are not just the average place where rulers have "political friends" or alliances or diplomacy. They are meant to have no diplomacy so that it's just pure warfare. So having these realms conduct diplomacy anyway, despite the fact that the islands mechanics are designed to exclude it, is contrary to their whole point.
