"As the ruler of your realm, you can appoint a local lord to any 
imperial region that does not have one currently.
You can appoint anyone with a claim on the region easily. You can 
also appoint those without a claim, but it requires both you and the 
new lord to meet in the region."


The duke's information is similar, but duchy specific.

So, yes, a ruler can appoint Dukes and lords of imperial regions. 
However, the recipient does not have to have a claim, so long as they 
are in the region with the ruler/duke. The claim apparently allows 
them to be appointed without needing to be present in the region. So 
you can still do it just like you always used to do it: Have both 
people meet in the region, and you can appoint anyone you want. BUt 
fi they have a claim, they don't need to be there.

True, they are not useless. They are just not as strong as (IMHO) 
they need to be. Perhaps people just haven't discovered other effects 
of them, or the claims are meant to provide more RP/interaction 
potential.
