Why not guild houses as well?

Aside from the obvious (and likely usually useless option) of taking
gold from the local treasury, what would other actions be that could
happen to them? I assume also assault the guards?

I say useless because in majority of guilds/religions that my
characters are in, most of the local treasuries have nothing in them.

side note:
Shouldn't guilds/religions be able to enlarge a location using the
global treasury? I'm don't think 1:1 ratio, but perhaps some other
means -- however this would need to be watched that people just don't
move all the local treasuries to the global one.
