[Discuss] Estates Question

I know estates have been discussed ad nosium the last little while, so I apologised if this has been asked already.

 

My Duke's region, the Poitra, currently has the following estates statistics:

authority

100 %


 

As you can see, both production and authority are at least at 100%. This has been the case for several terns, since Tom made the recent estates reductions. However, the daily region report reads as follows:

 


"Daily Region Report   (10 hours, 17 minutes ago)
The current situation in Poitra, according to your stewards:

With 19 new births and immigrations, population has been restored to former levels. Some people consider the tax rate as too high. Too few estates excert authority and support the local police. Independence rises. Loyality to your realm rises 3%."


 

The important thing to note is the "Too few estates excert authority and support the local police."
 Now my obvious question is whether this is a bug, or whether 100% is actually sufficient?

 

For that matter, when, say, production is higher than 100%, does that mean the region will produce that much more (like when an investment is made) or just to the limit of 100%?


 

I didn't want to waste a bug report until I had all the facts. Again, apologies if this was mentioned already but I usually follow the d-list in fits and starts with little consistency.

I would think the answer is based on the "12" reported for the estates....due to rounding it's really 1 tick short of the 13 needed and thus you get the message that not enough are supporting it but the rounding calls it 100%...
