How about coding it so it requires certain number of peer support like the vulgarity option but allow the buyer to send it to specific bribed nobles within the realm.That should be the check rather than some nameless bureaucrat, but even if you have support, people can still challenge the claim. Like other region lords, ruler, or ruling council can still challenge the claim (and the supporters).
This limits to established realm mate, or extremely rich new guy.
This prevents assassinating the region lord then waltz in, buy the title and seceed.
