Because, in case you haven't been paying attention the ENTIRE time  
you've been playing the game, BT and FEI are the two TESTING  
islands.  Anything that's going into the game gets TESTED on them  
first.  This has always been the case.  Tom has been very, very clear  
about it.

If you don't like it, then move your characters to the EC, Atamara,  
the SWI, the SEI, or the Colonies.  Plenty of continents left for  
those who don't like the TESTING continents.
