And isn't it used at 3:1 ration? i.e. If a temple need 5 gold to pay upkeep, and 
the local treasury is empty, it takes 15 out of the global treasury? I seem to 
remember that figure being quoted.

Also, the only way to get money into the global treasury is for an elder to call 
for a collection. This causes 10% of the gold stored in *all* local treasuries to 
be transferred to the global treasury. There is no way to single out a specific 
temple. You also cannot directly deposit personal funds into the global treasury.

Right. It's a one-way deal. Once it's in the global treasury, it's only purpose is to 
pay upkeep on temples that don't have enough local gold. This allows you to 
maintain a temple in a location where there isn't enough local support, but it is 
expensive.
