Problem is, that Marshalls cannot issue Important Orders.  Generals can, 
but only to armies they either sponsor or are a part of.  If we are to 
play as I believe you intend: Generals tell the Marshalls what they want 
accomplished, Marshalls make their armies accomplish it, then Marshalls 
need to be able to issue Important Orders.
