Brilliant Tactics or Abuse?

On BT, we're experiencing a situation where a particular religion's priests
are stationing themselves in an outside realm, jumping into one of our
regions, preaching, and traveling back out.  It completely bypasses the
chance for us to capture the priests, as they're never in the region more
than about 2 minutes IRL.

Now, we're doing our best to take it all in stride, and I think we've
managed to get ahold of the situation, at least temporarily.  But in only
about a week and a half, we've seen one of our most devout regions be almost
100% turned to another religion.

I know my in-game options, and we're considering a number of them.  But I'm
wondering whether this is even allowable practice or an abuse of the game
mechanics.
