It is not the rulers place to represent every player in the realm in OOC 
matters. That is *not* what he was elected to do. If you make an OOC 
agreement with other rulers and someone breaks it you have only yourself 
to blame for making the OOC agreement in the first place.

No, it was a perfectly legitimate IC action. An OOC agreement between 
rulers doesn't suddenly make torturing a prisoner an OOC action.
