Ummm... no. Look at Russia. It has been the USSR, the RSFSR, Muscovy,
and Russia under many different leaders. Even France has been France,
the French Republic, Francia, and the Second French Empire (under
Napoleon). Another example are many of the African countries which all
changed name under different rulers. Why wouldn't you allow a
rebellion name change?
