[Discuss] Infiltrator Executions and Retaliations

Many of you know I've long been a proponent of increasing the availability
of character death for a number of reasons.  Here's another example of when
I think it should be available.

Infiltrator from Realm A gets banned from Realm B.  Infiltrator is later
imprisoned again, and the Judge of Realm B executes the Infiltrator.  Realm
B Judge clearly has no intent on stopping this practice, and proceeds to
execute more Infiltrators from Realm A.  At what point does it get personal
enough that Realm A will stop at nothing to get rid of Realm B's Judge?

No, don't suggest that "seriously wounded" does anything more than slow down
the judge for a day or two.  90% of the time, they're voted back in the next
turn, or reappointed as soon as it becomes available.  And this is just one
example of many that I can think of- mainly because I'm seeing it happen at
the moment, in-game.

Here's my proposal:
Infiltrators assaulting one of the 4 council members of a Hated realm have
n% chance to actually kill the character, rather than just wound them.
(Honor/Prestige loss should be doubled in this instance.)  Infiltrators are
one of the only people who can be killed- why not give them a small window
of opportunity to do the same?  If caught on such an attempt, the Judge
should have the execute option available, regardless whether an initial ban
was on the Infiltrator or not.

I know the arguments will come that "Infiltrators know the risks when taking
on the class", but I would argue that so do the council members- especially
when they are at Hatred with another realm.  That only makes them bigger
targets.

I see no downside to the option.  It's a rare enough occurrence that it
won't become prevalent.  It's a sensible option, and a risk many, but not
all Infiltrators in the position would be willing to take.  All of this
would only add to the political and personal roleplay and intrigue of the
game.
