How about, you get scouting results the next turn, but they are 
current.  In other words, scouting is resolved at the start of the 
turn.  So you send out a scout, he travels to the region.  At the start 
of the next turn you get the scouting report.  But it's not one turn 
old, it's the state of the region at the start of the turn.
