[Discuss] Bans, bounties and Emigration

>From what I know -correct me if I;m mistaken-, when a character leaves a continent:
1. bounties against him are valid to the new continent
2. bans against him are not valid when he returns to the first continent. 

I believe that the deletion of bans, after the emmigration- should be removed as a feature of the game, or if that is not possible, then bounties should be deleted as well. 
Because it may lead to abuse/powergaming. Especially when it comes to infiltrators. Especially when they get deported, it's basicaly vacations. They can return back in 2 weeks, like nothing happened. They can get bans from continent A, move to continent B for 2 weeks, train, and then return with no bans.

What I would suggest are:
1. Bounties are removed as well, to make it more balanced and realistic
2. Bans to be removed after the character has been away from the continet for a long time (like 6 months or something), when the Judge would have probably forgotten who the "criminal" was. 
3. Keep both bans and bounties until the character is no more
