I don't know that "choose liege" was ever under the paperwork section.  I
thought it was Actions.  But regardless, if you're on a testing island
(Beluaterra, FEI) then that has been removed.  Look for a new tab entitled
Politics.  Oaths are now how you gain a liege (or knights, if you're a
region lord).
