Believe I spotted something related to this on the bugtracker or here on the
d-list.  If you joined the northern part of Melhed, chances are it was (up
until about 1-2 months ago) a part of Valentia.  The city of Unger and hence
the entire duchy was handed over to Melhed, but it seems like something is
missing from the oath/hierarchy system to allow it to recognize when duchies
join other realms.
