How about cities?  I don't see Cities as having room for estates.  Just 
as cities require food from their Duchy, perhaps cities should require 
estates from the regions in their Duchy.  Knights of a city would 
receive their estate in one of the regions.  It also gives Dukes a 
_REAL_ reason to compete for regions with other duchies and gives local 
lords some teeth when they threaten their Duke with changing loyalty.  
But the knights of the City who's estates are in the region that just 
moved will lose their estate and start over with a 'starter' estate in a 
different region so there's some teeth pulling in the opposite region 
against moving.  Internal politics == fun.
