[Discuss] Bug or did i miss something?

3 former regions of OR (Kazan,Kazakh,Juazeiro)are without local lords and have unreasolved claims with Avamar Selective.

I thought regions with unresolved claims remained without local lords because noone could appoint one and nothing from the regions could be touched ....ω

when suddenly! :P
