If the character is created simply to cause problems in a realm, I would
hope someone has proof of the accusation.  If so, that is at least worth
reporting to the Titans as a potential violation of the Social Contract.  If
there's no proof, then the accusation of being created to cause problems
should not crop up.  And especially not here.
